Why EMA Licences Matter
In Singapore, the Energy Market Authority (EMA) regulates all electrical installations under the Electricity Act (Cap. 89A). Any premises with an electrical installation rated above 45kVA must have a licensed electrical installation, and that licence must be renewed periodically to remain valid.
Allowing your EMA licence to lapse — even unintentionally — can result in:
- Legal liability under the Electricity Act
- Your electricity supply being disconnected
- Fines and enforcement action by EMA
- Potential invalidation of your insurance coverage
- Disruption to your business operations
Key Rule: This licence has to be applied by your appointed LEW. Once the EMA Licence is out, the same LEW will take charge and be responsible for the electrical installation.
Types of EMA Licences That Require Renewal
There are two main categories of licences that Singapore businesses need to manage:
1. Electrical Installation Licence (EIL)
This is the licence for the electrical installation at your premises. It must be renewed every year, and the renewal is linked to your appointed LEW completing a periodic inspection and certification of your installation.
2. Supply Installation Licence
The Supply Installation Licence covers the electrical installation that takes supply from the grid. Like the EIL, it is applied for and maintained through your appointed LEW, who takes charge of the installation and keeps the licence current with the required periodic inspection and certification.
When to Renew: Key Deadlines
EMA sends renewal reminders to licence holders, but these can sometimes go to outdated email addresses or be missed during busy periods. As a best practice:
- Check your EIL expiry date at least 3 months before it falls due
- Arrange for your LEW to carry out the periodic inspection well in advance
- Submit the renewal application to EMA before the expiry date — late submissions may require re-application
Tip: Set a calendar reminder a few months before your EIL expiry date. This gives you enough buffer to arrange the inspection, fix any defects found, and complete the submission before the deadline.
Documents Required for EIL Renewal
The exact documents may vary depending on your installation type and the changes made since the last inspection, but you will typically need:
- EMA Letter of Appointment (LOA)
- Single Line Diagram (SLD)
- Maintenance Report
The Renewal Process Step by Step
Step 1: Appoint a Licensed Electrical Worker (LEW)
If you don't already have a LEW appointed for your premises, you'll need to appoint one. The LEW must hold a valid EMA licence for the category and maximum demand of your installation.
Step 2: Periodic Inspection
Your appointed LEW will conduct a thorough inspection of your electrical installation — checking for defects, safety hazards, compliance with current Singapore Standards (SS 638), and any changes that have been made since the last inspection.
Step 3: Rectification of Defects
Any defects or non-compliances identified during the inspection must be rectified before the renewal can be submitted. Your LEW will advise on the required works and can usually arrange for these to be carried out.
Step 4: Test Report and Certification
Once the installation is confirmed compliant, your LEW will complete the electrical installation test report and sign the certification. This is a legally binding document.
Step 5: Submit to EMA
The renewal application, together with the test report and supporting documents, is submitted to EMA through the SP Group portal. EMA will review the submission and issue the renewed EIL upon approval.
What Happens If Your Licence Lapses?
If your EIL expires and you continue operating your electrical installation, you are in breach of the Electricity Act. In practice:
- EMA may issue a stop-work order
- SP Group may disconnect your electricity supply pending regularisation
- You may be subject to financial penalties
- You may need to go through a full re-application rather than a renewal (more time-consuming and expensive)
